Sheffield United is reportedly interested in Phillips and has made an inquiry about purchasing him. However, the new manager of Tottenham, Thomas Frank, is not keen to sell Phillips and wants him to participate in the team's preseason training.
It's worth noting that Tottenham values Phillips at £6 million, the same amount they value midfielder Alfie Devine at. Devine recently returned to London after spending time on loan in Belgium with Westerlo.
